Executive And Legislative

One of the quiet background stories during the course of the Bush years was a war between the Executive and Legislative branches of the American government for primacy. Bush routinely issued signing statements that stated he would ignore laws passed by Congress, he also circumvented them in many other affairs like war powers. But if that war is judged on elections, two Senators took the White House, and a former House member is now White House Chief of staff.
